"The Yemeni authorities must imprison those responsible for serious crimes that do not reward them by giving them a license to kill." It considered that the draft law violates Yemen's obligations to international law which provides for the investigation of serious crimes such as torture, war crimes and crimes against humanity.
The organization stressed that the immunity will not prevent the courts in other states to consider the serious crimes related to human rights in Yemen under the laws of international justice.
This prepares the Yemeni parliament on Wednesday to discuss a bill to grant immunity for the benefit of his aides, the center of mass demonstrations in the capital Sana'a and other major cities against the law, which is defended by the United States, claiming it was part of the agreement, who stepped down in favor of under it.

She added that the items relating to immunity has been negotiated in the framework of the GCC initiative, and stressed that this should be included in the law, "a process currently under way," she went on.

In the same context, crossed the United Nations High Commissioner for Human Rights, Navi Pillay expressed objections to the bill, defended by the United States, saying that he was negotiating on the items relating to immunity under the Agreement and the Cooperation Council (GCC); to promote the benefit to give up power.
The Pillay denounced Friday the bill at hand, and said in a statement that "international law and United Nations policy and are clear in this regard: not allowed to grant a pardon if it prevents the prosecution of persons can be held criminally responsible for international crimes, including war crimes and crimes against humanity, genocide and flagrant violations of human rights. "
Under the initiative, the GCC agreed the General People's Congress Party, a party favor, and the mass of the opposition Joint Meeting on the division of ministerial posts between them, to form a government of national unity and lead the country until the presidential elections in February next.
