He said Blatter is currently located in England to attend the meeting of the International Council for the football as telling reporters that it was time to "move forward" and the use of goalline technology, which he opposed in the past.
The Council will examine the four representatives from FIFA and the four British associations report on the latest tests to monitor the goal-line technology is expected to make a final decision after the European Cup in Kiev in the second of July.
Blatter said he wants to apply that technology to the 2014 World Cup in Brazil, despite the opposition of President Michel Platini, UEFA Cup and Franz Beckenbauer, head of the working group "Football 2014" for the idea.
Blatter said on his arrival, "do not want to repeat what happened in the last World Cup."
"I think I can convince the International Council of football need to move forward in the use of technology. Can not wait to see what will happen later."
Among the things to be considered at the Council increase the number of substitutions during the games to four, and that during the extra time as well as prevent the possibility of canceling the football players from wearing the Muslim headscarf.
